我希望通知您市议会在2001年9月3日举行的每月例行会议中通过如下紧急动议：

都柏林市议会注意到中国总理对爱尔兰的访问，像往常一样祝愿客人们在我们的城市里访问愉快。

鉴于爱尔兰在保护人权方面令人自豪的国际声誉，都柏林市议会在此强烈希望中国政府应该加强努力改善人权；都柏林市议会特别强烈要求中国政府立即释放三圣大学学生--赵明。

Your Excellency,

I wish to inform you that the City Council at the monthly meeting held on the 3rd September, 2001 agreed the following emergency motion:

Dublin City Council noted the visit of the Premier of China to Ireland and as always wishes visitors to our city, a good stay.

Noting Ireland’s proud international record in defence of human rights however, Dublin City Council expresses its strong wish that the Government of China would intensify efforts to improve human rights in that country and in particular calls for the immediate release of the Trinity student, Zhao Ming.
